SPECIAL OPTION TRANSFER PERIOD

SPECIAL OPTION TRANSFER PERIOD:

As a result of recent collective bargaining agreements, NYS is offering employees a Special Option Transfer Period for those employees designated as Management Confidential (M/C) and those represented by CSEA. There will be Empire Plan benefit changes and NYSHIP premium rate changes which will be effective July 1, 2023.
This Special Option Transfer Period is from June 1 through June 30, 2023. During this period you may request changes that will affect your bi-weekly premium deduction, such as:

  • Request to change from family to individual
  • Cancel your coverage
  • Change your plan to another NYSHIP option

Please note, during this time you may not elect the Opt Out Incentive Program or change your tax election from pre-tax to post-tax or from post-tax to pre-tax.

Copies of the Summary of Benefits and Coverage as required by the Patient Protection and Affordable Care Act (PPACA) can be obtained by calling 877.769.7447, or by visiting the Employee Benefits Division web site to print a copy.

HIGHLIGHT OF CHANGES:

Some changes that will occur to the benefit plans are single visit copayments, a change to the reimbursement methodology for non-network claims, reduced in network maximum out of pocket limits, a new Center of Excellence for Substance Abuse Disorder, and a bi-weekly premium change. NYS has also published a 12-minute informational video highlighting the changes to the Empire Plan. The Empire Plan July 2023 Benefit Changes Presentation works best when used with the latest versions of Microsoft Edge, Firefox, Safari and Chrome.

TO CHANGE YOUR HEALTH INSURANCE OPTION:

To change your option, you must complete the NYS Health Insurance Transaction Form (PS404).

You must return the completed PS-404 no later than June 30, 2023 along with any required proof documents to the Benefits Office. You may bring the documentation to the Administration Building room 390, fax to 631-632- 1350 or email to HRS_Benefits@stonybrook.edu.

If you do not wish to make any changes, you do not need to do anything.
