Productivity Enhancement Program (PEP)
For HSC & West Campus CSEA & PEF Represented Employees
The 2007- 2011 Agreement between the State and CSEA & PEF provides for a Productivity Enhancement Program (PEP). This program allows eligible employees to exchange previously accrued annual (vacation) and/or personal leave in return for a credit to be applied toward the employee share of NYSHIP premiums on a bi-weekly basis.
During calendar year 2010, full-time employees who enroll in this program will forfeit a total of 3.0 days (22.5 hours for a 37.5 hour workweek, 24 hours for a 40 hour workweek) of annual and/or personal leave for a credit of $500 ($19.23 bi-weekly). This credit will be applied towards the bi-weekly health Insurance premium and will be reflected in the paychecks issued between December 23, 2009 through December 8, 2010. Eligible part-time employees may elect to participate on a pro-rated basis in accordance with their employment percentage.
To be eligible to enroll you must:
- Be an employee covered by the 2007-2011 New York State CSEA or PEF collective bargaining agreements in a title below Salary Grade 18;
- Have a minimum combined balance of annual and personal leave of at least 8 days after electing to enroll; and
- Be a NYSHIP enrollee (contract holder) in either the Empire Plan or an HMO at the time of enrollment.
The enrollment period for the 2010 PEP program is October 26, 2009 through November 27, 2009. Eligible employees may elect to participate in the Productivity Enhancement Program by completing the attached enrollment form and submitting it by Monday, November 30, 2009 to:

The PEP program will be available for calendar years 2010 and 2011. Separate enrollment forms for each program year will be required. This pilot program will sunset on December 31, 2011, unless extended by mutual agreement between the State and CSEA & PEF.
