English Language Proficiency
Overview
As part of the DS-2019 request process, all prospective J-1 Exchange Visitors must demonstrate sufficient English language proficiency to successfully participate in their exchange program and function on a day-to-day basis while living in the United States.
This requirement is established by the U.S. Department of State and must be documented before Stony Brook University can issue Form DS-2019.
Acceptable Documentation
You may demonstrate English language proficiency by providing one of the following:
Option 1: Recognized English Language Test
Submit the results of a recognized English language proficiency examination.
Accepted examinations include:

| TOEFL iBT | 85 |
| IELTS Academic | 6.5 |
| TOEIC | 850 |
| CEFR | C1 or C2 |
| Cambridge English: First (FCE) | Grade A or B |
| Cambridge English: Advanced (CAE) | Grade A, B, or C |
| Cambridge English: Proficiency (CPE) | Grade A, B, or C |
Option 2: Degree from an English-Language Institution
You may submit documentation showing that you earned a bachelor's or graduate degree within the past ten years from an accredited institution where English is the primary language of instruction.
Acceptable documentation includes a diploma or official transcript.
Option 3: English Language Proficiency Interview
If you do not have a qualifying English language test score or degree, your English proficiency may be documented through an interview.
The interview may be conducted:
- In person
- By videoconference
- By telephone, only when videoconferencing is not feasible
The interview must objectively evaluate your ability to communicate in English and be documented in a signed letter on official university letterhead.
Faculty sponsors and departments may use our sample interview letter when documenting English proficiency.

Additional Requirement for J-1 Student Interns
J-1 Student Interns must satisfy the University's English language requirements for participation in the Student Intern Program.
Minimum scores are:
- TOEFL iBT: 80
- IELTS Academic: 7.0
Student Interns who meet these minimum scores generally do not need additional English language documentation.
