Presidential Proclamation: Restricting Entry of Foreign Nationals
June 4, 2025On June 4, 2025, a Presidential Proclamation titled “Restricting the Entry of Foreign Nationals to Protect the United States from Foreign Terrorists and Other National Security and Public Safety Threats” was issued.
This policy went into effect at 12:01 AM (EDT) on June 9, 2025.
What the Policy Includes
Full Suspension of Entry
Entry into the United States is suspended for all immigrant and nonimmigrant visa categories, including F-1 and J-1, for nationals of:
- Afghanistan
- Burma (Myanmar)
- Chad
- Republic of the Congo
- Equatorial Guinea
- Eritrea
- Haiti
- Iran
- Libya
- Somalia
- Sudan
- Yemen
Partial Suspension of Entry
Entry into the United States is suspended for individuals in B-1, B-2, B-1/B-2, F, M, and J visa categories for nationals of:
- Burundi
- Cuba
- Laos
- Sierra Leone
- Togo
- Turkmenistan
- Venezuela
Who Is Affected?
These restrictions apply only to individuals who:
- Are outside the United States as of June 9, 2025, and
- Do not have a valid visa as of June 9, 2025
If you were in the United States or held a valid visa on June 9, 2025, these restrictions may not apply to you.
What This Means for Students and Scholars
Current Students and Scholars
If you are in F-1 or J-1 status and:
- Are currently in the U.S., and
- Have a valid visa,
you are generally not subject to the entry restrictions at this time.
However, if you plan to travel outside the United States:
- Reentry is not guaranteed
- Visa renewal may be denied or delayed
We strongly recommend consulting VIS before making travel plans.
Incoming Students
If you are outside the U.S.:
- If you were issued a visa before June 9, 2025, you may still be eligible to enter
- If you do not have a valid visa as of June 9, 2025, you will likely not be eligible for visa issuance under this policy
