Important: Review Your Program End Date and Future Academic Plans

Dear Student,

The U.S. Department of Homeland Security (DHS) has proposed significant changes to F-1 and J-1 immigration regulations that could affect your ability to extend your program, change majors, transfer schools, or remain in the United States beyond your current program end date.

While these changes have not yet taken effect, Visa and Immigration Services strongly encourages all F-1 students and J-1 exchange visitors to review their academic plans now and take any necessary action before a final rule is implemented.

What You Should Do Now

  1. Review your current Program End Date
    • F-1 students can find this date on their Form I-20.
    • J-1 exchange visitors can find this date on their Form DS-2019.
  2. Compare your Program End Date to your expected completion date
    • Consider your remaining degree requirements, academic progress, research, thesis/dissertation work, and any anticipated delays.
    • If you do not expect to complete your program by the date listed on your immigration document, you should request a program extension in accessVIS immediately.
  1. Submit a Program Extension Request, if needed
    • Program extensions processed before the rule's effective date may allow you to avoid future USCIS filing requirements, government filing fees, and biometrics appointments.
    • Extensions must be approved and a new Form I-20 or DS-2019 issued before the rule becomes effective in order for the updated end date to be recognized as your authorized period of stay.

Additional Considerations

Students in Longer Degree Programs
Under the proposed rule, many students would be limited to a maximum period of stay of four years, even if their current Form I-20 or DS-2019 reflects a longer program duration. Students in lengthy degree programs should be aware that they may eventually be required to file a formal Extension of Stay application with USCIS to continue their studies.

Students Considering a Major Change or Transfer
The proposed rule would impose significant restrictions on:

  • Undergraduate students during their first year of study who wish to change majors; and
  • Graduate students who wish to change programs or transfer schools.

If you are considering a change to your academic program or plan to transfer to another institution, we encourage you to discuss your options with your academic advisor and VIS as soon as possible.
