Hiring Hold/Personal Service Regular (PSR) Process

Please note that when the Senior Vice President or Vice Presidential area submits Hiring Hold/PSR requests to Human Resources and/or the Office of Procurement, the following guidelines apply. For questions, and information about your internal area's approval process, please reach out your area's VP Coordinator.

 

No Position Compensation Request (PCR) form is required for:

  • Positions paid directly and 100% from Hospital, Long Island State Veterans Home (LISVH), Stony Brook Foundation (SBF), Dormitory Income Fund (DIFR) or Sponsored Research Accounts. Additional funding requests should be discussed directly with the fund manager.
  • Positions funded by special appropriation funds.
  • Diversity and presidential initiative funds.
  • Appointment renewals.
  • Summer faculty salaries.
  • Summer and winter session hires paid from revenue-generating State University Tuition Reimbursable Account (SUTRA) accounts.
  • Student assistants.
  • Graduate assistants or teaching assistants.
  • Independent contractors and honorariums.
  • Temp agency positions that are supporting a budgeted vacancy or leave without pay.

 

A PCR form signed by the area's Vice President is required for:

  • Academic year (fall/spring) adjuncts.
  • Contractual, past practice, and/or policy based faculty increases for promotions.
  • Personal Service Regular (PSR) requests under $9,999 (i.e., reclassifications, extra service, temp/perm increase in duties, etc.). 
  • Budgeted replacements and/or positions with no changes to salary or strategy.
  • Non-budgeted new positions funded by start-up funds.

A PCR form signed by the Senior Executive Team (SET) is required for:

  • Temp agency positions that are not covering for a budgeted line or where the incumbent is on a paid leave.
  • Personal Service Regular (PSR) requests over $10,000 (i.e., reclassifications, extra service, temp/perm increase in duties, etc.).
  • Budgeted replacements with a change in strategy regarding title, duties, etc.
  • Budgeted replacements with a salary increase $10,000+.
  • Non-budgeted new positions without a request for state or Indirect Costs (IDC) funding.

Strategic Budget Executive Team (SBET) approval is required for:

  • Unfunded new positions with a request for state or Indirect Costs (IDC) funding.
  • Reinvestment of vacated tenure track faculty lines and long-term staffing plans.

 

No PCR form is required, but SET approval is required for:

  • Cumulative blanket requests for retention increases $500K at a time (VP03).
