State Legislative & Budget Priorities

Fiscal Year 2027

State University of New York (SUNY) Program Operating Aid

Support the executive’s proposal for $54 million to maintain the SUNY tuition freeze. Support additional
operating aid to cover any new collective bargaining agreements.

Critical Maintenance and Research Capital for the University Centers

Increase critical maintenance and emergency avoidance funding by $405 million and increase research
capital for the university centers by $460 million. Stony Brook University carries $1.8 billion in deferred
maintenance — the highest in SUNY.

SUNY Hospital Capital Support

Support the executive’s proposal to invest in capital funding for three SUNY hospitals, including $50 million in
bonded capital at Stony Brook University Hospital (SBUH).

Public Hospital Relief of Debt Service

Treat SUNY hospitals like SUNY academic campuses and permanently end the hospital debt sweep. This will
save SBUH $25 million this fiscal year.

New York State Health Insurance Program (NYSHIP) Payment Sweep

Reject the executive’s proposal to allow the Division of the Budget to withhold outstanding NYSHIP payments
from the three SUNY hospitals. This would amount to a $150 million cut to SBUH. SBUH has a payment plan in
place with the Division of the Budget.

Educational Opportunity Program (EOP) Initiatives

Restore $2.6 million and increase funding by $17.5 million for EOP.

Economic Development and Innovation

  • Support the executive’s proposal to appropriate $100 million to develop the Quantum Research and
Innovation Hub at Stony Brook. Support the executive’s proposal to appropriate $60 million for the Quantum
    Technology Commercialization Hubs.
  • Fully fund Centers of Excellence and Centers of Advanced Technology at $1 million per center.

Stony Brook Southampton Ground Lease

Support the executive’s proposal to build housing for the Stony Brook Medicine workforce on the Stony Brook
Southampton campus.
