DHS Proposes New Fees for F-1 Optional Practical Training (OPT)
October 8, 2026On October 8, 2026, the Department of Homeland Security (DHS) published a proposed rule that would establish new fees associated with F-1 Optional Practical Training (OPT).
This is a proposed rule only and is not currently in effect. There are no changes to OPT eligibility, fees, or application procedures at this time. F-1 students should continue to follow all current OPT and STEM OPT requirements and application processes.
What is Being Proposed?
Under the proposed rule, SEVP-certified schools would be required to pay a fee before recommending an eligible F-1 student for OPT in SEVIS:
-
$70,000 for a student's first OPT recommendation, which could include Pre-Completion or Post-Completion OPT
-
$30,000 for subsequent OPT recommendations, including a STEM OPT extension
DHS has proposed that these fees be paid by the institution, while allowing institutions to determine how the costs would be funded.
What Happens Next?
The proposal must go through the federal rulemaking process, including a public comment period, before DHS can issue a final rule. The final requirements and implementation timeline could differ from what is currently proposed.
VIS is closely monitoring the proposal and will provide updates if there are changes that affect our F-1 students.
No action is required from students at this time.
