Request guidelines
Compare salary increases and promotions, and understand the permanent and significant
change requirement.
A salary adjustment may be requested when duties and responsibilities permanently
and significantly increase in scope (range, extent, capacity or span) or complexity
(difficulty, intricacy or complication).
Salary increase
An increase in basic annual salary based on a permanent and significant increase in
duties and responsibilities demonstrated by your performance program. Your title and
professional rank (SL) do not change. You may request an increase without a promotion.
Promotion
An increase in basic annual salary with movement to a higher salary level and a change
in title. A permanent and significant increase in duties and responsibilities must
support the request. A promotion results in a new title, higher professional rank
and increased salary; include a salary adjustment in your promotion request.
Prepare with your supervisor
01
Start with your immediate supervisor
You MUST make any request for a salary increase or promotion to your immediate supervisor
first. Before a salary review, make sure your performance program and evaluation are
up to date. If needed, ask your supervisor to complete both and obtain every required
signature.
02
Include your first premium
Meet with your immediate supervisor to discuss salary increase and promotion criteria.
Review the request form and supporting documents together. Promotion criteria are
in the Memorandum of Understanding, Appendix A.28.III.E.2 of the State/UUP Agreement.
03
Sign and submit your complete package
Complete the request form and check every box that applies. Sign it and provide it
to your immediate supervisor with all required supporting documents. Keep a copy of
the complete submission for your records.
Your submission checklist
Include all five required materials. Keep a copy of your complete submission.
Five required submission materials
01 · Signed request form
Required: a completed and signed request form. Check all boxes that apply to your
request, then submit the form with supporting documents to your immediate supervisor.
02–03 · Performance documents
Required: your current performance program AND a performance evaluation completed
within the last year. Both must be up to date, with all needed signatures.
04–05 · Position & organization
Required: your current position description AND an organizational chart. Include both
with your signed request form and performance documents.
Strengthen your supporting documentation
Optional supporting documents
Show how your responsibilities changed
You may supply prior performance programs showing changes in responsibilities or percentages
of effort, plus evaluations written by your immediate or next-level supervisor. These
materials can support the required submission.
You may include a cover letter detailing specific changes in duties and responsibilities,
the level of autonomy in your position, and your level of supervisory responsibility,
if applicable. Be specific about the permanent and significant change supporting your
request.
Salary increases and promotions have different appeal routes. Review the rules that
apply to your request.
Review decisions and appeal rights
For a salary increase or promotion, first make your request to your immediate supervisor.
If the request is denied at an organizational level below the College President, you
may appeal the decision to the College Review Panel (CRP).
If the CRP finds that the change in duties and responsibilities does not warrant a
salary increase, the employee, immediate supervisor and College President are notified.
No further appeal of the CRP determination is permitted. If the CRP finds that the
change warrants an increase, its recommendation goes to the College President and
a copy is sent to the employee.
Yes. If the College President denies a salary increase, there is no further appeal.
Providing a salary increase is within the President’s discretion, and the decision
is final.
If the CRP finds that the change in duties and responsibilities does not warrant promotion,
the employee is notified and no further appeal of that CRP determination is permitted.
If the CRP finds that the change warrants promotion, its recommendation goes to the
College President and a copy is sent to the employee.
The College President has 90 calendar days to decide a promotion request. If no decision
is issued within that period, the request is deemed denied for purposes of your right
to appeal to the University Review Board (URB). If the President denies a promotion
request, you may appeal to the URB.
A promotion application disapproved by the CRP, College President or URB may not be
resubmitted for 18 months following disapproval, or until your performance program
is changed to reflect a permanent and significant increase in duties, whichever occurs
sooner.
No. This request form and process must not be used to address potential equity concerns.
Those concerns are based on market/equity reviews and analysis of entire job classifications
or departments.
