Are you a "Professional Employee"? 

For the purpose of academic governance only, the University Senate defines "professional employees" as: "All members of the professional staff of S.U.S.B. in positions that carry no designation of academic rank. The following categories are excluded from the Professional Employee constituency: Ex officio members of the Senate, interns, residents, post-doctoral fellows, and students" (ByLaws of the University Senate).

This means essentially that you must be a UUP-represented non-teaching professional employed by New York State (not Research Foundation or Stony Brook Foundation).
