Eli Mondesir | Interim Senior Associate Vice President for Budget and Financial Planning

Elizenda (Eli) Mondesir is a financial leader at Stony Brook University, overseeing budget operations, systems, and a team of analysts to ensure fiscal responsibility. She has held multiple fiscal leadership roles at the University, managing complex budget systems and advancing transparent, multi-year financial planning aligned with strategic goals. She holds an MS in Management and Policy and a BS in Chemistry from Stony Brook.

Cathy Ribando | Senior Director for Financial Systems and Operations

Cathy Ribando is the Senior Director for Financial Operations and Systems in the BFP&A office at Stony Brook University, where she leads the financial operations staff and oversees management of the University budget. She and her team ensure compliance with SUNY policies while partnering with Vice-Presidential areas on financial plan development and coordination. She holds a Bachelor of Arts from Baruch College, City University of New York.

Thomas Briggs | Budget Architect and Director of Implementation

Thomas (Tom) Briggs is the Budget Architect and Director of Implementation for the BFP&A team at Stony Brook University. A certified public accountant with extensive experience in financial education management, he brings a proven track record of developing and executing financial processes, systems, and accounting procedures. In his role, Tom focuses on developing and implementing the University's new economic framework, leveraging his expertise in budget control, audit processes, financial modeling, and accounting systems integration. He holds an MBA from the University of Notre Dame's Mendoza College of Business and a Bachelor of Science in Accounting from SUNY Fredonia.

Victoria (Vicki) James | Assistant Director for Financial Operations

Victoria (Vicki) James is the Assistant Director for Financial Operations in BFP&A at Stony Brook University, with expertise in financial planning, analysis, and revenue cycle management. With over a decade of experience in healthcare and higher education, she leads budget teams, optimizes financial processes, and aligns strategies with organizational goals. She holds an MBA from Stony Brook University, an MA from CUNY Brooklyn College, and a BBA from Howard University.

Katherine P. Soto | Assistant Director for Financial Systems

Katherine P. Soto is the Assistant Director for Budget Systems & Decision Support Reporting for the BFP&A office at Stony Brook University. She brings more than 20 years of finance experience across multiple industries, having joined Stony Brook as a Senior Compliance/Systems Analyst. Katherine holds a Bachelor's degree in Business Administration, a postgraduate degree in Corporate Finance, and a Master's degree in Accounting.

Angelique Alicea | Assistant Director of Budget Architecture and Implementation

Angelique (Angie) Alicea is the Assistant Director of Budget Architecture & Implementation for BFP&A at Stony Brook University, with over 10 years of experience in the private and non-profit accounting sectors. An accomplished CPA, she brings strong analytical skills to the complex work of the BFP&A team. Angie is a proud Stony Brook University alumna and holds a Master of Science from St. John's University.

Vincent Digiovanna | Budget Systems Administration Manager

Vincent (Vin) t Digiovanna is the Budget Systems Administration Manager for BFP&A at Stony Brook University, previously serving as Senior Budget Systems Analyst within the office. Prior to joining Stony Brook, he was an analyst at Goldman Sachs specializing in human capital analytics. Vincent brings expertise in data manipulation, data mining, and report building, with a deep interest in uncovering the story behind raw data. He holds a Bachelor of Science in Economics, with a concentration in Finance and a minor in Computer Science, from SUNY Cortland.

Karla Mason-Morrison | Senior Compliance-Communications Manager

Karla Mason-Morrison is the Senior Compliance Communications Manager for BFP&A at Stony Brook University, where she produces and manages communications to support university-wide awareness of BFP&A policies, processes, and strategic priorities. With more than a decade of experience in public and external affairs, Karla holds a Bachelor of Arts in English and a Master's degree in Public Policy from Stony Brook University, as well as a Master of Science in Education from Alfred University.

Sherie Peacock-Flohr | Senior Budget Office Coordinator

Sherie Peacock-Flohr is the Senior Budget Office Coordinator for BFP&A at Stony Brook University. Integral to the BFP&A team, she leverages her administrative expertise to coordinate and facilitate various department workstreams, drawing on experience across several sectors of administration. Sherie holds a Bachelor of Business in Human Resource Management from Federation University Australia.

Kristin Strecker-Kellogg | Senior Budget Analyst, Operations

Kristin Strecker-Kellogg is the Senior Budget Analyst in the BFP&A office at Stony Brook University, where she oversees and manages local SUNY-funded programs, including special appropriations, University-wide member items, and fund segregations. She brings over 10 years of experience in budget reporting, data analytics, and customer relations. Kristin holds a Bachelor of Arts in English-Creative Writing from Dowling College.

Melissa Gilroy | Compliance and Budget Analyst, Systems

Melissa Gilroy is the Compliance and Budget Analyst for BFP&A at Stony Brook University, bringing public sector experience as both a Budget and Project Manager at Berkeley County and Senior Budget Analyst at Charleston County. In her role, she focuses on budget compliance analytics, financial reporting, and supporting the Decision Support Reporting Manager with the campus operating budget, with a particular interest in analyzing spending patterns to ensure effective resource allocation across program goals. Melissa holds a Master's degree in Public Administration.

Rosario Davi | Senior Analyst, Budget Architecture and Implementation

Rosario Davi is the Senior Budget Analyst in Budget Architecture and Implementation for BFP&A at Stony Brook University, where he focuses on validating, implementing, standardizing, and maintaining the New Economic Framework budget model. He brings comprehensive experience across the finance and accounting spectrum, including audit, accounting, and financial planning and analysis. Rosario holds a Bachelor's degree in Accounting and a Master's degree in Risk Management from CUNY, and is a New York State Certified Public Accountant.

Thomas Oliver | Senior Analyst, Systems

Thomas Oliver is the Senior Analyst on the Systems team in BFP&A at Stony Brook University, where he focuses on developing comprehensive financial strategies and improving operational efficiency through streamlined reporting workflows and enhanced data accuracy. He previously served as a Project Coordinator in Economic Development at Stony Brook University Research Foundation, with prior experience as a Strategy Associate and Strategy Analyst in a health and wellness venture capital division, and as a Product & Sales Analyst at the United States Luggage Company. Thomas holds a Bachelor of Science in Business Economics from SUNY Cortland and a Project Management Certificate from Stony Brook University's Center for Continuing Education.

Joseph (Joe) Bittlingmaier | Senior Analyst, Systems

Joseph (Joe) Bittlingmaier is the Senior Analyst for BFP&A at Stony Brook University, focusing on operational reporting and analysis, as well as strategic priorities including the new WolfieONE ERP implementation. Prior to joining SBU, he held multiple consulting and industry roles in finance and business transformation. Joe holds a degree in Accounting and Information Management from Georgetown University's McDonough School of Business.

Robert Brachman | Senior Analyst, Systems

Robert Brachman is the Senior Budget Analyst on the Systems team in the Office of Budget, Financial Planning & Analysis at Stony Brook University, where he focuses on multi-year budget forecasting and reconciliation of utility fees. Prior to joining SBU, he served as a Financial Analyst at Maharam (a subsidiary of Miller Knoll) and as an Analyst at Roux Associates, Inc. Robert holds a Bachelor of Arts in Economics from Washington University in St. Louis and a Master of Science in Business Analytics from The College of William & Mary.

Anthony Saya is the Senior Analyst on the Operations team in the Office of Budget, Financial Planning & Analysis at Stony Brook University. He brings valuable experience from various accounting roles, including public audit and corporate accounting, providing a strong foundation in financial management and strategic analysis. Anthony holds a degree in Accounting from Georgetown University.

Genesis Dinota | Senior Analyst, Operations

Genesis Dinota is the Senior Analyst on the Operations Team in the Office of Budget, Financial Planning & Analysis at Stony Brook University, where she supports implementation of the University's New Economic Framework, manages monthly transactions, and provides financial planning support across VP Areas. She brings a diverse financial background to higher education, having served as a Finance Manager in the consumer goods and beverage industry before joining Stony Brook University through the Office of the Provost and later transitioning to her current role with BFP&A. Genesis holds a Bachelor of Science and a Master of Science from SUNY Binghamton, with a minor in Management Information Systems, and is a licensed Certified Public Accountant in New York State.

Jeffrey Hornung | Senior Budget Analyst, Budget Architecture & Implementation

Jeffrey Hornung is the Senior Budget Analyst of Budget Architecture and Implementation for BFP&A at Stony Brook University, where he focuses on validating, implementing, standardizing, and maintaining the New Economic Framework budget model. He brings extensive experience in financial modeling and systems implementation, having developed driver-based forecasting models, led enterprise capital planning and scenario analysis, and driven standardization of financial data and reporting across complex finance environments. Jeffrey holds a Bachelor of Science in Accounting from SUNY Binghamton.
