Alterations to Stony Brook University Facilities Policy

Policy Statement/Background:
Design and construction activities at SUNY facilities are governed by various New York State laws and regulations. Legal responsibility for SUNY facility construction, repair, and renovation lie with:
- State University Construction Fund (SUCF)
- State University of New York (SUNY)
- Dormitory Authority of the State of New York (DASNY)
Only SUCF, SUNY, and DASNY are authorized to enter into design and construction contracts for University property. No other entity—regardless of funding source—may initiate such agreements.
The Office of Campus Planning, Design and Construction (CPDC) coordinates work across all Stony Brook campuses, including:
- West Campus
- East Campus (Health Sciences Tower, Basic Science Tower)
- South Campus
- Research & Development Park
- Southampton and Manhattan Campuses
- Calverton Incubator
- Stony Brook Selden office complex
- Residential buildings
For Stony Brook University Hospital and off-campus medical sites, coordination is managed by the Stony Brook Medicine Facilities and Support Services (SBMFSS) office.
Policy:
All facility alterations and improvement projects must be coordinated through CPDC or SBMFSS to ensure compliance with:
- Health and safety regulations
- NYS Building Codes
- SUNY standards
- SUCF design and construction directives
Departments must submit a Project Request Form online via the Building Manager. For medical facilities, follow SBMFSS Procedure A106.
Approved projects may proceed using:
- SUNY procurement processes;
- University employees; or the
- Special Funds Estimate method.
Scope of Work Requiring Coordination:
Projects requiring formal requests include, but are not limited to:
- Installation/removal of flooring, carpeting, wall coverings, fireproofing
- Modifications to doors, locks, keypads, and access hardware
- Penetration or alteration of ceilings and corridors
- Reconfiguration of space (e.g., moving walls, doors, ceilings)
- Installation of fixed equipment tied to building systems (e.g., lab equipment, fume hoods)
- Work on building utilities (e.g., electrical, plumbing, HVAC, fire alarms, security systems, telecommunication equipment)
- Site improvements (e.g., sidewalks, roadways, pavement)
- Changes to built-in features (e.g., doors, windows, shelving, signage)
- Furniture or equipment changes affecting egress, fire safety, or access to outlets
- All interior and exterior signage, including ADA, traffic, and wayfinding signs
Compliance:
All employees, departments, colleges, and schools must comply with this policy. Unauthorized alterations—whether performed by staff, volunteers, or contractors—will be halted by CPDC. The initiating party will be responsible for:
- Costs to bring work into compliance
- Potential administrative action under applicable collective bargaining agreements
