Bob Loughney

Mr. Loughney is Chair of the Couch White's Energy practice groups. For more 30 years, he has concentrated on providing advice to clients on energy-related transactional, regulatory and litigation matters. He regularly appears before the State of New York Public Service Commission and the Federal Energy Regulatory Commission.

Bob works with clients analyzing on-site generation opportunities and, where feasible, develop and site those facilities. He has negotiated energy supply contracts, as well as other related agreements including easements, lease arrangements, equipment supply and asset purchase agreements. Bob routinely works with utilities in New York State on behalf of clients on a range of issues related to on-site generation projects such as interconnection agreements for combined heat and power plants, gas pipeline extension agreements, negotiation of standby rates, delivery and supply contracts, power buyback agreements, tariff and rate reviews, operations and maintenance agreements and flexible rate agreements.
