    "Change to Payroll Encumbering Implemented
    January 20, 2004

    The RF implemented a major change to the Oracle-based business system over the weekend of January 17-19. The new functionality more accurately encumbers the amount for salaries and fringe benefits to assist principal investigators in managing the available balance on their awards.

    Note that on Tuesday, January 20 the available balance on most awards will be lower than it was as of close of business Friday, January 16 because the amount encumbered for salaries and fringe benefits has increased. This is because prior to the change, the system could only encumber full pay periods and could only encumber for periods 18 months into the future, so awards were actually under-encumbered.
