"Change to Payroll Encumbering Implemented
January 20, 2004
The
RF
implemented
a
major
change
to
the
Oracle-based
business
system
over
the
weekend
of
January
17-19.
The
new
functionality
more
accurately
encumbers
the
amount
for
salaries
and
fringe
benefits
to
assist
principal
investigators
in
managing
the
available
balance
on
their
awards.
Note
that
on
Tuesday,
January
20
the
available
balance
on
most
awards
will
be
lower
than
it
was
as
of
close
of
business
Friday,
January
16
because
the
amount
encumbered
for
salaries
and
fringe
benefits
has
increased.
This
is
because
prior
to
the
change,
the
system
could
only
encumber
full
pay
periods
and
could
only
encumber
for
periods
18
months
into
the
future,
so
awards
were
actually
under-encumbered. Read

- Several
OASIS users have inadvertently initiated processes that generate MAS's or
MPS's for all Awards or Projects
-- a process typically requiring many hours and putting an immense and unnecessary
burden on the OASIS system.
- Please
be aware that the OASIS panels from which such requests are initiated require
the input of at least one of the required conditions for MAS or MPS generation.
The user's security does not limit the PROCESS to the awards/projects to which
the user has access, so all MAS's/MPS's are generated, even though the user
will be able to VIEW only those consistent with the user's security.
- We have
asked RF to change the defaults, but for the moment, be sure to enter
a specific award/project, or a specific PI, or a specific department
when generating MAS's or MPS's from within the OASIS system.

for the KEY Key member responsibility, which should result in an improvement
in performance.
