SBU DISTINGUISHED PROFESSOR AND INTERNATIONALLY RENOWNED NUCLEAR PHYSICIST ELECTED TO NATIONAL ACADEMY OF SCIENCES
Barbara V. Jacak, Distinguished Professor, Department
of Physics and Astronomy, has been elected to the National Academy of Sciences (NAS) in recognition of her distinguished and continuing achievements in original research.
Dr. Jacak is an internationally renowned nuclear physicist who has been a leading member of the collaboration that built and operates the PHENIX detector at the Relativistic Heavy Ion Collider at Brookhaven National Laboratory. Since joining Stony Brook as a Professor of Physics in 1997, Dr. Jacak has led the Stony Brook PHENIX Group, and in December 2006 was elected as spokesperson by the more than 500 scientists involved in the PHENIX Collaboration. Their co-discovery of the perfect liquid and its apparently strongly coupled behavior was hailed as the top physics story of 2005 by the American Institute of Physics.
PHENIX, the Pioneering High Energy Nuclear Interaction eXperiment, is an exploratory experiment for the investigation of high energy collisions of heavy ions and protons. PHENIX is designed specifically to measure direct probes of the collisions such as electrons, muons, and photons. Its twin goals are to discover and study a new state of matter called the quark gluon plasma, and to determine how the component quarks and gluons carry the spin of the proton. PHENIX is the largest of the four experiments that have taken data at the Relativistic Heavy Ion Collider. The PHENIX website is www.phenix.bnl.gov.
DR. ERIC SPITZER RECEIVES GERALD T. EVANS AWARD
Dr. Eric Spitzer, board certified Clinical Pathologist, was presented the Gerald T. Evans Award at the June 2009 annual
meeting of the Academy of Clinical Laboratory Physicians and Scientist (ACLPS) in Los Angeles. This prestigious award, named for a leader who helped establish the academic field of Laboratory
Medicine, is conferred annually to recognize "outstanding leadership and/or service" to the society.
It has been awarded to many outstanding pathologists and laboratory scientists over the past 39 years.
Dr. Spitzer earned his doctorate from John Hopkins University School of Medicine in 1985 and serves on the Editorial Board of American Journal of Clinical Pathology and Diagnostic Microbiology and Infectious Diseases.
In 1988, He also received the Young Investigator's Award from ACLPS.
Dr. Ute Moll selected as vice chair for research in the department of pathology
Dr. Moll has agreed to serve the Department of Pathology as the Vice Chair for Research. In this
role, Dr. Moll will help to integrate research programs across the basic research and clinical programs. She will also help the members of the department to develop strategic plans to
capitalize on emerging opportunities for external research grants.
Her research interests and expertise are in: p53 and related gene family - biological functions; Mutation-independent inactivation of p53 in cancer; Signaling in cell damage.

OMB AUTHORIZES ALTERNATIVE METHODS FOR PROPOSAL SUBMISSION AND ACCEPTANCE
Due to an expected increase in Grants.gov submissions relating to the processing of Recovery Act proposals, the Office of Management and Budget (OMB) has authorized agencies to use
alternative methods for proposal submission and acceptance. As you know, NSF is able to accept directly its full complement of proposals, both regular submissions and those additional
proposals anticipated under the Recovery Act, using our long-established FastLane capabilities for proposal submission and acceptance. Therefore, in order to assist Grants.gov in the effort
to alleviate system strain and increase system capacity, proposers will now be required to prepare and submit proposals to NSF through use of the NSF FastLane system.
Effective immediately, new funding opportunities issued by NSF will exclusively require the use of FastLane to prepare and submit proposals. In addition, NSF plans to revise existing funding
opportunity documents to reflect this change and to remove all active application packages from Grants.gov APPLY. NSF will continue to post information about available funding opportunities
to Grants.gov FIND.

DIRECTIVE TO FEDERAL EXECUTIVE DEPARTMENTS AND AGENCY HEADS REGARDING SCIENTIFIC INTEGRITY
The Director of the Office of Science and Technology Policy has been directed, within the next
120 days, to work with executive departments and agency heads to develop and submit to the President recommendations for ensuring transparency in the preparation, identification, and use
of scientific and technological information in policymaking and to assure that selection of scientists and technology professionals for positions in the executive branch is based on their
scientific and technological knowledge, credentials, experience, and integrity. A set of SIX guiding principles for the process by which recommendations are to be made has been established.

The NIH is taking specific steps to continue the support available to investigators whose R01 applications receive review scores near the Institute or Center nominal payline and who have limited additional support. This approach was reinforced with the enactment of (P.L. 111-8) the Omnibus Appropriations Act, 2009.
This announcement updates and expands the NIH Director’s Bridge Award (NDBA), which was initiated in FY 2007. The NDBA provides continued but limited bridge funding for meritorious investigators who just miss the funding cutoff and have minimal support from other sources. The continued funding will permit the Principal Investigator additional time to strengthen a resubmission application. An NDBA recipient will receive an R56 award for a single year.

American Recovery and Reinvestment Act (ARRA) Terms and Conditions
The NSF has issued guidance concerning terms that will apply to any award made using funds from the ARRA. Key points of these terms and conditions are summarized as follows:
- Unless otherwise specified, ARRA funding should be considered one-time funding.
- Recipients must comply with standard NSF award conditions (Research Terms and Conditions or Grant General Conditions, as applicable) as well as the requirements set forth in ARRA.
- Failure to submit timely reports may result in NSF taking administrative action, including disallowance of costs or the suspension or termination of the award.
- Recipients of ARRA funds are reminded that such funds must be separately tracked and monitored independently from any non-ARRA funding.
- Recipients of ARRA funds are reminded that ARRA-related terms and conditions are required to be incorporated into any subrecipient agreements, as appropriate.
- NSF will monitor ARRA funds, and, if, after 12 months, no allowable expenditures have been incurred, NSF may consider reducing or terminating the award and reallocating the funds.
- This award requires the recipient to complete projects or activities which are funded under the American Recovery and Reinvestment Act of 2009 (“Recovery Act”) and to report on use of Recovery Act funds provided through this award. Information from these reports will be made available to the public.
- The reports are due no later than ten calendar days after each calendar quarter in which the recipient receives the assistance award funded in whole or in part by the Recovery Act.

Building on the standard NSF award conditions, grantees are required to meet the reporting requirements specified in ARRA. As with other agencies, ARRA funds are to be separately
tracked and the provisions flow down to sub-recipients. NSF will rely on the implementation of www.FederalReporting.gov for the special
reporting and reminds/requires all grantees and sub-recipients to maintain current registrations in the Central Contractor Registration.
In a departure from ARRA requirements, NSF requires reports within ten calendar days after each calendar quarter. COGR has asked OMB to use ten business days for reporting and will
forward a similar request to NSF.
RECOVERY ACT NIST CONSTRUCTION GRANT PROGRAM

The National Institute of Standards and Technology (NIST), United States Department of Commerce (DoC), is soliciting grant proposals for construction of research science buildings. NIST anticipates funding 8-12 projects with Federal shares in the $10 million - $15 million range with a project period of performance of up to five (5) years, although there is an expectation that most of the projects will be completed prior to 5 years. Although cost sharing is not required, NIST encourages cost sharing in order for a proposal to be competitive, and it will be considered as part of the Selection Factors. A cost share of 25% would be viewed favorably, 50% even more favorably.
Dates: A Letter of Intent is required and must be received no later than 3 p.m. Eastern Time, Thursday, June 25, 2009. A corresponding full proposal must be received no later than 3 p.m. Eastern Time, Monday, August 10, 2009. Review, selection, and grant award processing is expected to be completed in February 2010.

Existing applications eligible for consideration of 2-year funding under the ARRA are defined as applications submitted for funding with FY 2008 or FY 2009 funds that: (a) received meritorious priority scores from the initial peer review process; (b) received approval from an Advisory Council or Board prior to September 30, 2009; and (c) received priority scores that could not otherwise be paid in FY 2008 or 2009.
This policy includes consideration of applications in response to previously announced funding opportunities (e.g., RFAs, PAs, PARs), including those that will be peer reviewed by mid-summer and scheduled to receive Advisory Council or Board review prior to September 30, 2009.

SBF / RF GRANT PROCEDURE REVISION MEMORANDUM
This memorandum serves as a revision to the procedure enacted September 26, 2000 regarding grant
application matters.
Effective 7/1/09, The Research Foundation of SUNY, (RF) through the Office of Sponsored Programs, will submit grant proposals and administer all grant activity for the campus with the exceptions of the following activity:
- Applications to obtain endowment funding
- Applications to obtain real property/gifts in kind
- Applications to obtain scholarship funding Applications to obtain professorships provided they aren't supported by federal, state and local public funds
- Applications to obtain funding for capital programs will be reviewed on a case by case basis by the VP for Research and the VP for Advancement
Funds already housed in the Stony Brook Foundation (SBF) pursuant to the 9/26/00 procedure will continue to be administered by SBF until expiration or time of renewal. Funds awarded after 7/1/09 but requested prior to 7/1/09 will be transferred to RF unless there is a compelling reason not to do so.

Revised IFR Process for SoM Departments
Please note that the Research Foundation has begun their revised IFR Salary Offset process for the School of Medicine Departments. Effective May 1st, IFR Salary Offsets will be deducted from all new awarded grants based on the executed 4 Page Application Form rather than submitting a separate IFR Salary Offset Form post award.

STONY BROOK UNIVERSITY SEED GRANTS FOR SURVEY RESEARCH (SGSR)
The Center for Survey Research announces the 3rd Seed Grants for Survey Research (SGSR) competition. This program is designed to help faculty better position themselves to apply for and receive extramural funding for research designed to collect original survey research data. Recipients of SGSR awards are expected to use the data collected as part of the seed grant program to actively submit proposals to extramural sponsors for added funding to conduct more extensive survey data.
Tenured, Tenure-Track, and Research faculty members including Assistant Professors, Associate Professors and Full Professors, and Assistant, Associate or Full Research Professors may apply. Proposals can be a collaborative effort among several faculty members. Two awards of up to $10,000 each will be allocated in 2009, and two more may be awarded on a rolling basis as funds become available (up to a total of $40,000 for the entire program). Up to $2,000 of this budget can go towards an RA or other research-related expenses; the remainder is devoted to the cost of data collection by the Stony Brook University Center for Survey Research.
A review panel of faculty drawn from the Center for Survey Research plus faculty drawn from the College of Arts and Sciences, College of Engineering and Applied Sciences, School of Health Technology and Management, Medicine, Nursing, Social Welfare, or the Marine Sciences Research Center depending on the nature of submissions will evaluate all proposals.
The Application Deadline is June 30, 2009. Awards will be announced in mid-July, 2009 for an immediate start date.
