As of January 2, 2009 the overnight delivery carrier for letters and packages less than 100 pounds under New York State Contract is UPS. DHL phased out most of its US hubs but is on the contract for International deliveries. FEDEX is no longer on State contract. In order to utilize the discounted State rates you must contact UPS directly and set up an account if you do not currently have one. When setting up a new UPS account please contact Monica Butler or Cathy Cusin at 877-222-3535 of UPS National Accounts and indicate to them that you wish be added to the New York State Incentives program per the Small Package Delivery contract Number PS64281.
