Remarks by the Honorable Senator Jacob K. Javits on December 15, 1985.
"For a long time I have believed that there should be established a program
to prepare gifted young people for careers in government, and that an
essential part of such a program would involve working with members of
the United States Senate and their staff. I have pursued this idea by
developing the Jacob K. Javits Foundation, Inc. to provide fellowships
for exceptional young people which would involve their working in the
Senate.
This non-profit educational Foundation has been organized for the purpose
of providing Senate Fellowships to such gifted young men and women, on
a post-graduate basis, who show promise of excellence in government, for
four years of study and training for this purpose.
An excellent board of directors (list attached) has been assembled to
conduct the affairs of the Foundation, and it has the strong aid and support
for administrative purposes of the State University of New York at Stony
Brook. A faculty committee has been actively functioning for a year, working
out detailed plans of selection, administration, monitoring, guidance,
and other details. My collection of official papers, some two million
items, is housed in a special library at Stony Brook, and would be available
as a resource for Senate Fellows.
Present plans would call for two years of post-graduate study for each
Fellow in public affairs and policy at a college or university in the
United States satisfactory to the Foundation and under its general supervision,
followed by two years of service in the Senate, in the employ of an individual
Senator, a Senate Committee or the Senate Secretariat. It is to be expected
that Fellows will enjoy high priority in the selection process for such
employment.
The choice of Fellows would be made by the faculty committee and the
directors of the Foundation. The same process would be used for monitoring
the graduate study and the Senate training of the Fellows. Presently,
there are White House Fellows and Congressional Fellows of various disciplines,
respectively chosen under the White House Fellows program and by the American
Political Science Association. There are no Senate Fellows as such. The
establishment of a Senate Fellowship program would be the greatest memorial
I could hope for."
"The Senate has approved Senate Resolution 197 on July 19, 1985, which
was sponsored by one hundred members of the Senate unanimously. The title
of the Resolution reads:
RESOLUTION
To agree to cooperate with the Jacob K. Javits Senate Fellows Program.
The two years of post-graduate study would be financed by the Foundation.
Following this period of study Fellows will be available for a staff position
in the Senate.
The Foundation plans to start its program with the selection of a group
of as many as eight to twelve Fellows in 1986."
Introduction
The Marian B. and Jacob K. Javits Foundation continues its commitment
to excellence and impassioned dedication to government, which Senator
Javits exemplified throughout his 34-year career in Washington, DC. The
Foundation, under the leadership of its President and CEO, Mrs. Marian
B. Javits, administers the Jacob K. Javits Fellowship Program. In support
of public policy studies, the program has supported students in government
for a Masters Degree at Columbia and Duke University as well as the University
of California, Berkeley. The Foundation is also committed to a Global
International Fellowship with Berkeley University. A scholar in residence
program has been arranged with New York University.
Collection History
Marian B. Javits, widow of Senator Jacob K. Javits, has governed The Foundation
since its inception. A deed of gift was signed by Stony Brook University
and Mrs. Javits on behalf of The Foundation on June 17, 1997. It stipulates
that the Foundation will "donate materials pertaining to the donor's
activities as an organization dedicated to the memory and celebration
of the life of the late Senator." Stony Brook University is preserving
The Foundation's archive for "its historical, educational, and scholarly
value."
Organizational Note
Senator Jacob K. Javits was first elected U.S. Senator from New York in
1956 and served with distinction until 1981. He previously served as Attorney
General of the State of New York and as a four-term Congressman from Manhattan.
During his quarter-century in the Senate, he provides exceptional leadership
on a wide range of international and domestic issues. In this process,
he was often cited as one of the most brilliant and able members of the
Senate, and as a Senator dealing with every major issue of his time. The
Senator's career was a model of Excellence, Integrity, and Service to
his fellow man.
Upon retiring from the Senate in 1981, Senator Javits visited and corresponded
with many of his former political colleagues and maintained his interest
in foreign affairs. In 1981, he served as special advisor on foreign policy
issues to Secretary of State Alexander M. Haig, Jr., and testified before
government committees, including the Senate Subcommittee on Appropriations
for the National Institutes of Health. He was a member of the American
Jewish Commission on the Holocaust, the American Commission on East-West
Accord, and the Japan-United States Friendship Commission, and was a trustee
of many associations and organizations concerned with community and health
issues. These organizations included the American Organization of Rehabilitation
through Training, the Bellevue Association, and the National Amyotrophic
Lateral Sclerosis Foundation. During his later years, Senator Javits was
also a prolific author and much requested lecturer. His numerous articles
on international matters appeared in publications such as the New York
Times, Newsday, and Foreign Affairs. He eventually became an activist
for the elderly and the disabled as well as an advocate of the concepts
of the living will and the dignity of the dying.
Senator Javits taught at Columbia University's School of International
and Public Affairs, and became involved in other endeavors in the public
interest. During this time, Senator Javits conceived of a fellowship program
designed to educate, teach, inspire and prepare the most talented young
people for careers in government service. In 1985, he established the
not-for-profit, educational foundation, The Marian B. and Jacob K. Javits
Foundation, for the purpose of "providing Senate Fellowships to such
gifted young men and women, on a post-graduate basis, who show promise
of excellence in government, for four years of study and training for
this purpose.” On June 27th 1985, Senate Resolution 197 of the 99th
Congress unanimously endorsed Senator Javits' program and The Jacob K.
Javits Senate Fellowship Program went from dream to reality.
Over the ensuing years, under the leadership and direction of President
and CEO, Marian Javits, The Foundation has grown and expanded its program
offerings. In addition to mentoring and providing financial support for
more than sixty Fellows from Columbia University, Duke University and
the University of California, Berkeley over the years; in 2003 the Foundation
established The Jacob K. Javits Distinguished Scholar-in-Residence Program
at New York University’s Law School. This linking of The Foundation’s
goal of supporting excellence in public service with the objectives of
NYU’s Law School allows the school to invite a leading member of
the legal community to explore the issues that were so close to the late
Senator’s heart such as health, education, civil rights and foreign
policy. Professor Geoffrey R. Stone was the first legal scholar to serve
as the Jacob K. Javits Distinguished Scholar-in-Residence.
The Marian B. and Jacob K. Javits Foundation continues its commitment
to excellence and impassioned dedication to government, which Senator
Javits exemplified throughout his 34-year career in Washington, DC. The
dedication to excellence, integrity and service so exemplified in the
Senator’s career and now carried on by those he inspired and moved
resonant in the words of his beloved wife, Marian B. Javits, President
and CEO of The Foundation, in her words below:

annual meeting, Ambassador William Vanden Heuvel stated that The Foundation's
principal objective is to educate "the general public with regard
to the identification, establishment and support of a means to attain
higher standards of excellence in public administration at all levels
of government; develop higher standards of dedication to the public interest
by private enterprise; and develop solutions to public policy issues and
education.

Scope and Content
The information contained within The Marian B. Javits and Jacob K. Javits
Foundation, Inc. provides researchers with a comprehensive look at the
mission and accomplishments of the Foundation. Documents include annual
reports, fellowship applications, conference materials, seminar files,
board minutes, and correspondence. The collection consists of five series:
The Marian B. and Jacob K. Javits Foundation Records, Marian B. Javits'
Subject Files, Audio/Video, Photographs, Negatives, and Memorabilia.
The original order has been maintained where applicable and recreated
in other instances to assist researchers. Items housed in acidic or metal
housings have been removed from these housings for preservation reasons.
These materials have been placed in acid free folders and containers.
All metal clips have been removed and replaced in accordance with accepted
archival standards of preservation.
