Hoon-Gi Kim is a visiting scholar from Korea. He received BS in Biology and MS in History of Science at Seoul National University, and Ph.D. in Science & Technology Policy at Korea University. The title of his doctoral dissertation is ‘A Study on the Policy Agenda Setting of Bioethics in Korea.’ In 2003 the law for bioethics was passed in the National Assembly in Korea. He focused on the function of major actors including scientists, officials, NGOs for understanding policy networks for five years(1997~2001). In 2004 he published the book ‘Biotechnology and Politics’ which dealt the whole process about the formation of the law.
In September 1995 Hoon-Gi began to work for Science Donga, which is the monthly magazine published by The Dong-a Ilbo. The Dong-a Ilbo is one of the oldest Korean newspapers, which has a circulation of 2 million. In 2000 the magazine team established the science media company, DongaScience Inc. He has been a chief editor of Science Donga for three years. In 2003 he began to work as a chief editor for Science Section of The Dong-a Ilbo. He wrote many articles especially on the performance and social implication of Biotechnology in Korea.
Hoon-Gi is interested in several actors’ roles for national science and technology policy. He is trying to analyze difference between Korea and America for regulating development of Biotechnology including stem cells, cloning, LMOs. He is also interested in the recent administrative change of science and technology in Korea. In 2004 the Korean Government elevated the position of the Minister for the Ministry of Science & Technology to that of Deputy Prime Minister, and instituted the Headquarters of Science & Technology innovation. He is searching for the major factors to formulate the new institution.
