DHS Chemical Security

In 2006, Congress instructed the U.S. Department of Homeland Security (DHS) to promulgate rules on chemical security, to prevent the intentional misuse of chemicals. These rules were published in the Federal Register on December 28, 2006 and on April 9, 2007 to be added as Part 27 of Title 6 of the Code of Federal Regulations. On November 20, 2007 the listing of Chemicals of Interest (COI) was published which started the clock towards the requirements for compliance with these regulations. All facilities, including universities, must complete a Top-Screen if they have any COI in a quantity greater than its Screening Threshold Quantity (STQ). 324 COI's are listed in Appendix A of Part 27.

EH&S is coordinating the University response to DHS and assisting departments, faculty, and staff in attaining compliance with this regulation. The resources below provide information and guidance on doing so. All areas will need to:

  1. Review the list of regulated chemicals,
  2. Perform a physical inventory using the worksheet provided, and
  3. Report using the Stony Brook DHS Regulated Chemical Inventory Database, even if they do not possess any of the listed chemicals.
