2016-2017 Health and Counseling Fee Report

Background

The Health and Counseling component of the Comprehensive Fee was instituted in the fall of 1991 by the SUNY Board of Trustees in an effort to provide health services to SUNY campuses. Stony Brook's services include health care, counseling, wellness promotion and accessibility resources provided respectively through the offices of Student Health Services (SHS), Counseling and Psychological Services (CAPS), Center for Prevention and Outreach (CPO) and Disability Support Services (DSS)

  • Student Health Services (SHS) is committed to providing quality, comprehensive medical services and education to support the development and academic success of undergraduate, graduate and professional students. Services include primary clinical offerings as well as tobacco cessation and nicotine replacement therapy; specialty health/medical care clinics such as travel medicine, dermatology, women's health; nutrition consultations and programs; and in-house laboratory services and pharmacy.
  • Counseling and Psychological Services (CAPS) offers confidential mental health services to enrolled students which include crisis intervention, personal counseling for individuals, couples, and groups; psychiatric consultation and medication management; and assistance with referrals to community resources. CAPS services help students acquire skills and attitudes for resolving personal and social problems, achieving success in the college environment, and pursuing productive and satisfying lives. Emphasis on increasing student access to services has led to the adoption of a 24-hour counselor support line (CAPS After Hours), and expansion of community-based programming including Let's Talk, Mindfulness Meditation and Animal-Assisted Therapy.
  • Center for Prevention and Outreach (CPO) is the health promotion and harm prevention arm of Stony Brook's Health and Counseling offerings. A combination of strategies are utilized to support student safety and improve personal and public health, including population-level implementation of behavioral change strategies, health education and protection measures, and risk detection and response through bystander intervention programs (Red Watch Band, Green Dot, QPR Suicide Prevention Gatekeeper Training) that incorporate vibrant peer-education components. Inclusive of CPO is a complainant navigator who provides upon request confidential support and resources to individuals that have experienced sexual or interpersonal violence.
  • Disability Support Services (DSS) is the University's center for coordinating the provision of academic adjustments and auxiliary aids to ensure accessibility and usability of all programs, services, and activities across the institution. DSS values self-empowerment, self-direction, and self-determination and serves as a resource for students and advocates for a campus environment that meets the needs of students with disabilities.

Student Benefits/Impacts

  • The Health and Counseling Fee provides the following benefits to students:

    • Progressive and comprehensive service portfolio utilizing integrated and team-based health delivery models to address multiple dimensions of student wellbeing: behavioral, physical, emotional, special need, and community-focused health.
    • Significant offering of preventive services and outreach to address potential needs as well as at-risk populations.
      • Data driven approaches to strategic planning in addressing needs, campus health priorities, access, and outcomes.
      • Prevention, intervention, and post-vention targeted at problems related to alcohol and other drug use, sexual violence, as well as depression and suicidality. Programs utilize best-practices across multiple disciplines to increase awareness, provide protective bystander skills training, and health education that relates individual-level issues to population-level problems.
      • Tailored services and programming to first year students, international students, residential and commuter students, fraternity and sorority students, and student athletes.
    • Linkages and collaboration with departments across the institution to provide programs and services that develop in students' academic coping skills, resiliency, and career decision making that promote graduation success in four years.
    • Accessibility aids, services and modified conditions for accessing physical facilities, classroom activities, and course requirements.
      • Reasonable modification of University policies, practices and procedures as needed to assure nondiscrimination on the basis of a disability.
      • Accessibility information consultation to faculty and staff as well as external agency referrals.
    • Provide university and student compliance with New York State Public Health Law on enrollment immunization requirements; Federal regulations regarding Drug Free Schools (alcohol, tobacco, marijuana and other drugs) and the Campus Sexual Violence Elimination Act (rape, sexual assault and other sexual violence) - SaVE.

Student Access

  • The Health and Counseling Fee provides the following access to students:

    • Direct support and care (one-on-one)
    • Individual, couples and group counseling services
    • Provide year-round after-hours crisis intervention and consultation
    • Programming and outreach offered in a variety of campus locations
    • Provide supervised training opportunities for students in social work, psychology graduate programs, health sciences, residency rotations and nutrition services

  1. Salary expenditures for employees.
  2. Fringe Benefits are a mandatory expense based on the salaries paid for employees, to cover health insurance, retirement and other benefits.
  3. Expenditures for student employment.
  4. Administrative Overhead is a mandatory expense that is a percentage of the total of the expenses.
  5. Supplies/Pharmaceutical cover the cost of purchasing pharmaceuticals, cold clinic items, laboratory supplies, clinic supplies, office supplies, vaccines, and prevention kits.
  6. Equipment/Contractual Services for licenses for lab pharmacy, computer servers, evening and week-end telephone medical service, electronic medical prescribing services; continuing medical education for health care professionals; building construction and maintenance of equipment.

FAQ

Do I have to have the Stony Brook Student Medical Insurance Program to be able to use the Health and Counseling services?

No! The services are funded through the Health Fee that you pay with your tuition bill, so there is no extra charge for visits/sessions with our Health and Counseling providers. In-house lab work is also provided at no cost. Discounted medical equipment, vaccinations or prescriptions supplied during a visit can be charged to your SOLAR account. Laboratory tests sent to outside laboratories, radiology studies, and specialist care will be covered according to your personal health insurance policy.

How many visits to the services are covered by the Health Fee?

Currently enrolled Stony Brook students may be seen at Health Services as often as needed. For CAPS services, all currently enrolled students are eligible for an initial assessment, at the end of which one or more of the following recommendations will be made: additional counseling at CAPS, referral to other services on campus, or referral to a mental health provider in the community.

Whom do I contact with insurance questions?

Insurance questions are common. The Faculty Student Association Office staff (250 Student Union, (631) 63 2-6510) are great resources for all your insurance concerns. We do encourage you to talk directly to your own insurance company if you have specific benefit questions.

What if I have a medical emergency and I need to be seen today?

There is medical care advice available (by phone) 24 hours a day, seven days a week to support Stony Brook students when Health Services is closed. The appointment system at Health Services allows for acute problems that need immediate attention. Call 631-63 2-6740 for a "Same Day Appointment." If you believe your concern is emergent and you come to Health Services without an appointment, a registered nurse will make an assessment and decide to give you self-care instructions, refer you to an emergency room, have you see one of our providers immediately, or have you make an appointment to be seen as appropriate. If there is a true medical emergency dial 631-63 2-3333 from any on campus location or 911 if you are off campus.

What if I am concerned about the emotional well-being of a student/friend, but don't quite know how to handle the situation?

If the situation is an emergency or requires immediate attention to ensure safety, you should call 631-63 2-3333 from any on campus location or 911 if you are off campus. For non-emergencies, mental health information and support is available by phone at any time (24/7), by calling 631-63 2-6720. During business hours, students can call or walk-in to CAPS to speak with a counselor about your concerns. A counselor can coach you on how to discuss your concerns with the student, and provide you with information about our services in the event that a referral for counseling might be helpful.

If I come for counseling, who else will know?

Counseling often deals with very personal and private issues. Counselors respect students' privacy and cannot release information disclosed in counseling without the student's explicit permission, except in situations when it is necessary to protect the student's or another person's safety.

Why is the Peer Educator program offered?

Our peer educators come from all academic majors, bringing their unique skills and diverse perspectives into their health promotion projects. Through intensive and extensive training, peer educators learn to use their health knowledge to assist other students and to increase the "health literacy" of Stony Brook's campus community. Each peer educator gains valuable hands-on experience in program development, group facilitation, public speaking, peer-coaching, social marketing and outreach.

I can't seem to manage my class load and my extracurricular activities.

I feel stressed out. Help!The counseling and educational programs offered at CAPS often focus on problem-solving, coping skills, and values clarification which all contribute to reducing stress.

How is eligibility for disability-based services and accommodations determined?

Eligibility is determined through an individualized comprehensive review of the student accommodation request along with verification of documented disability and/or reasonable-accommodation history. Reasonable accommodations are intended to ensure you an equal opportunity to participate in and benefit from the programs, services, and activities of Stony Brook.
