Summary of Generally Applicable Management Policies, Procedures and Standards for New York State Employees at the State University of New York at Stony Brook

New York State Public Officers Law, revised, effective 1/1/89:

Section 73 - defines terminology of this legislation and explains limitations on other business related activities in which a New York State Employee may not be engaged, specifically.

  • A State employee may not receive compensation from outside sources in return for services rendered by him/her in relation to matters before a state agency where such compensation is contingent upon the action taken by the agency.

  • Gifts valued at $75 or more may not be accepted.

Section 73a - explains which State employees must file financial disclosure statements and why they must comply.

Section 74 - Code of Ethics - A State employee:

  • May not have direct or indirect interest, financial or otherwise, in any transaction or activity that conflicts with the proper discharge of his/her duties in the public interest.

 

  • Shall not disclose confidential information acquired in the course of official duties, nor shall such information be used to further the State employee’s personal interests.

 

  • Shall not use his/her official position to secure unwarranted privileges.

  • Shall not give the impression that he/she may be influenced or affected in any way in the proper performance of his/her duties.

  • Shall conduct himself in a manner which will inspire confidence and trust among the public.

Section 74a - Duty of public officers regarding the physically handicapped.
